Meet the Team

David Miller (Director)
David Miller

David joined Rand Associates in 1975 as an associate partner, becoming a Director in 2002. He is the author of the M3NHF Schedule of Rates and its associated modules. David is technical adviser to the National Housing Maintenance Forum and a founding director of PFA. David is also joint author of the NHF Form of Contract.

David is a quantity surveyor by profession being a Member of the Royal Institution of Chartered Surveyors, as well as a Fellow of the Chartered Institute of Building, Liveryman of the Worshipful Company of Plumbers and a Freeman of the City of London.


Barry Patient (Consultant)
Barry Patient

Barry joined Rand Associates in 1979 and has over 40 year's experience in the industry. He started as a quantity surveyor, progressing to leading the building surveying department.

His main responsibility is directing the building surveying department and to oversee the project teams handling the social housing asset management functions. Barry is a Member of the Chartered Institute of Building. Barry has retired as a Director and now provides a wide range of asset management consultancy


Steve Downing (Director)
Steve Downing

Steve joined Rand Associates in 1976 and is primarily responsible for quantity surveying activities at Rand having wide experience in various projects in the UK and overseas.

Steve has worked on many social housing related projects, particularly drafting contracts, procurement and auditing. Steve is also involved in preparation of Schedule of Rates incorporating Contract Documentation and Trade Preambles for local authorities. Steve is a committee member of the National Housing Maintenance Forum.


Simon Davis (Director)
Simon Davis

Simon joined Rand Associates in 2001 and leads our team carrying out stock condition surveys in the Southern region. He is also heavily involved in helping clients in the development of Asset Management Strategies, Investment Plans and Stock Rationalisations.

Simon is a Member of the Chartered Institute of Building and has a Post Graduate Diploma in Building Surveying. He is qualified to carry out asbestos surveys and is a Domestic Energy Assessor.


Dominic Higgins (Director)
Dominic Higgins

Dominic joined Rand Associates in 2007 and is now head of our Wirral office where he project manages all of our Northern, Midlands and Irish based survey assignments. He has over 20 year's experience in the industry. His involvement includes validation surveys for stock transfers and stock condition surveys for various landlords.

Dominic is our senior Fire Risk Assessor and has written a guidance document 'Fire Safety' for the National Housing Maintenance Forum. Dominic is a Member of the Chartered Institute of Building and is qualified to carry out asbestos surveys and is a Domestic Energy Assessor.


Jonathan Case (Director)
Jonathan Case

Jonathan joined Rand Associates in 1997 and leads the IT department. He deals with all internal IT and communication issues and those associated with our service delivery to clients.

Jonathan provides support to clients in use of databases and training in the use of asset management software including experience of data transfers between various asset management systems. He has also been instrumental in the successful development of our esurveys app for surveyors to use on site. Jonathan has a degree in Information Technology.


Chris Patient (Consultant)
Chris Patient

Chris joined Rand Associates initially in 1999 as a Building Surveyor carrying out stock condition surveys.

Chris has 18 years’ experience of working in the Social Housing sector. Chris has now re-joined Rand Associates and is using his experience to provide surveying, asset management and Schedule of Rates support services to our clients. Chris has written new schedule of rate items for clients who are tendering for specific pieces of work that sit outside the M3NHF Schedule of Rates. Chris has a HND Building Studies and Asbestos P405 Asbestos Management.


Georgina Siner (Project Manager)
Georgina Siner

Georgina joined Rand Associates in 2013 and is our Project Manager based in our North West office.

Georgina has participated in an array of projects including Stock Condition Surveys, Data Analysis and Database Management, Fire Risk Assessments and Energy Performance Certificates. Georgina has a BSc (Hons) Degree in Building Surveying, P405 Asbestos Management Qualification and Level 3 Domestic Energy Assessor and is also a qualified Emergency First Aider.


Hayley Ash (Project Coordinator)
Hayley Ash

Hayley joined us in 2015 as an administrator based in our Reigate office. She has since progressed to Project Coordinator and is involved in all our stock condition and building surveying assignments across the UK. Hayley monitors surveyor workloads and acts as the link between surveyors on site and the Project Manager.

Hayley also coordinates EPC inspections liaising between the client and surveyors on a regular basis, ensuring we meet all KPIs. Recent Projects include Stock Condition Surveys and EPC Coordination. Hayley has a Level 3 Diploma in Business and Administration and is a Qualified First Aider.
