Summary of Contract
We were appointed by Kensington and Chelsea TMO to carry a Stock Condition Survey to approx 20% of the housing stock internally and 100% externally. The principle aims of the survey were to form a base for future capital programmes and budgets, and also to facilitate planning for future housing options.
Following an initial preparatory stage, the site work began with a pilot study. This was followed by a two month survey period, during which up to 8 surveyors were on site. The survey process was completed with data validation and reporting phases.
Data was collected on site using PDAs loaded with Keystone software. Reporting also took place through Keystone, following which the database was passed to the TMO to be loaded onto their server, and is now an operational live database.
Following completion of the Stock Condition Survey, Rand Associates have been asked back to assist the TMO with the planning of future capital expenditure. In addition to experience of working closely with the TMO and Keystone software, Rand Associates are able to assist with this process thanks to many years experience built up by working closely with numerous social housing providers on similar projects.

Rand were awarded the contract following a competitive tender exercise and their bid represented excellent value for money. The survey was carried out very efficiently and was completed within the required timescales at no extra cost.
The working relationship with the project management team at Rand was excellent and they were very accommodating in responding to client requests.
The final outturn report that accompanied the new database was comprehensive and has since been used for a variety of strategic planning forums.
The TMO has retained Rand for providing a range of ongoing options appraisal work and the relationship continues to be positive and adding value to the needs of the business.
